Required Forms
Welcome to Ohmsett. As you may know, Ohmsett is located on Naval Weapons Station (NWS) Earle in Leonardo, NJ. A military installation crucial to fleet operations. All access is approved by the United States Navy, and so visitors are required to complete a standard access form, SECNAV-5512 (linked below). Visitors are guests of the Navy. Below are the particulars you need to know to expedite approval and ease of access.
U.S. Citizens require 7-10 business days for prior approval.
Foreign National (FN) visitors require 5-6 weeks to process, no exceptions. FNs must be escorted by a BSEE permanent employee at all times, to and from site, and are subject to the availability of staff.
U.S. Green card holders may require extra time due to the time to verify place of birth and residency status.
Furthermore, please be aware of the following:
- Priority is given to packets that are received COMPLETE and without errors.
- All U.S. Citizens must include the Social Security number, no excuses. Failure to include this identification will result in a rejected application. Providing at least 2 forms of ID is standard.
- Foreign Nationals may be rejected for reasons that are not provided to the BSEE Sponsor, or due to a short turnaround, not approved for access.
- No cross-outs or illegible handwriting on the 5512.
- Complete the personally identifying information fields, biometrics, address, employment, etc. Also, Initial Boxes 28 and 29, and sign Box 30.
- Double-check the 5512 prior to submission.
- If the Visitor is a Naturalized Citizen, provide the Naturalization number in addition to your SS# under, “Alien Registration” with the issue date. This will expedite approval for NCs.
- PDF encryption instructions will be provided to visitors with the 5512 access form to ensure a secure document upload. SINGLE ENCRYPTION ONLY! DO NOT encrypt the PDF document twice, or the request will be denied without further notification.
Send the password protected pdf directly to michael.brennan@bsee.gov and please notify your assigned Ohmsett Project Manager when all forms on the roster have been submitted.

Starting May 7, 2025, individuals requesting access to NWS Earle need a REAL ID-compliant driver's license or another acceptable form of identification (U.S. Passport, Green Card, Military ID, PIV, or EDL) in order to be issued a pass to access the installation.
