The National Oil Spill Response Research and Renewable Energy Test Facility to exhibit and present at the Clean Gulf 2022 Conference

On Wednesday, November 9, Ohmsett Program Manager Tom Coolbaugh will chair Track 5: Response Technologies and Research Oil Spill Response Facilities Capabilities Overview and Future Opportunities. The presenters during this session will provide overviews of facilities that support oil spill response research and development. After the presentation, they will then take part in a panel discussion on the topic of future opportunities to enhance capabilities.

Ohmsett staff to Participate at the Interspill 2022 Conference
Ohmsett—The National Oil Spill Response Research & Renewable Energy Test Facility will exhibit at the Interspill 2022 Conference, www.interspill.org, to be held at the RAI Convention Center in Amsterdam, Netherlands June 21-23, 2022. Interspill attracts international experts and leaders from the spill industry to exhibit, discuss key topics, and debate issues around spill prevention, preparedness, response, and restoration.

During the conference sessions, Ohmsett Facility Manager, Dr. Tom Coolbaugh will present in Session 4: Offshore Surface Response, Equipment Testing in Ice-Infested Waters: Recent Experience and Lessons Learned from the Ohmsett Test Facility, discussing experiences associated with the deployment of spill response equipment, and the safety concerns that come with the realities of testing in cold weather and ice-infested water. Additionally, he will emphasize the benefit of collaboration among graduate students and industry scientists during Session 16: Outreach and Communications 2, with the presentation Oil Spill Response Science: The Value of Graduate Student/Industry Scientist Interactions. Finally, he will chair a session on Dispersants in Session 11.

    Ohmsett to exhibit and present at the Clean Gulf 2021 Conference & Exhibition
    Ohmsett, is pleased to exhibit at the Clean Gulf Conference from Nov. 16-18 at the Henry B. Gonzalez Convention Center in San Antonio, Texas.

    On Tuesday, November 16, Ohmsett Program Manager Tom Coolbaugh will co-chair the API pre-conference Workshop: Oil Spill Response - Beyond the Basics. Ohmsett staff, Grant Coolbaugh and Philip Sontag will join the talk on the science and technology that supports effective oil spill response.

    Later that day, Ohmsett Senior Mechanical Engineer, Grant Coolbaugh will present a technical paper entitled “Design, Fabrication, Installation and Performance of a Water Spray Wave Tank Containment System” during the Response Research track. Additionally, Ohmsett Chief Scientist, Paul Panetta will co-chair a session on Oil Spill Research Facilities: Gaps and Needs.

    On Thursday, November 18, Tom Coolbaugh will moderate the “Knowledge Management and Transfer” session where a panel of industry veterans will discuss how to transfer knowledge to the next generation, and offer valuable insight into Oil Spill Response.

    Ohmsett Welcomes New Facility Manager Dr. Tom Coolbaugh
    Applied Research Associates, Inc. (ARA) is pleased to announce that Dr. Tom Coolbaugh has joined the team as the Program/Facility Manager for Ohmsett - The National Oil Spill Response Research & Renewable Energy Test Facility. He will have oversight of the day-to-day operations, maintenance, and testing at the facility, while ensuring facility users' needs are met.

    Dr. Coolbaugh recently retired after 32 years with ExxonMobil Corporation, most recently as the Technology and Advocacy Advisor in the Emergency Preparedness and Response organization. His focus areas have included oil spill response tools such as dispersants, in-situ burning, and remote sensing, in addition to training. He holds a Bachelor of Arts and a PhD in Chemistry, as well as a Master of Science in the Management of Technology.

    "We are excited to have Tom join our team" said ARA Vice President Doug Meegan. "He brings 30-plus years of experience in chemical technology and oil spill research, and is a welcome addition to our company. Tom's extensive background will help expand the testing and measurement capabilities of Ohmsett through innovation and pursuing upgrades to the facility that benefit the research and training community."

    Ohmsett Welcomes New Engineer to the Team
    We are pleased to announce the addition of Grant Coolbaugh, senior mechanical engineer, to the Ohmsett team. Grant comes to us with more than nine years of experience in design, layout, and detail for products, tooling and fixturing. Most recently he developed customized testing methods and fabricated solutions for customers while improving design and quotation methods.

    As the Ohmsett Senior Mechanical Engineer, Grant will be the principal investigator for developing mechanical oil spill recovery and oil boom testing, working with customers to accurately scope their specific test objectives, prepare final test reports, and provide peer review for other Ohmsett reports. He will be instrumental in developing wave/tow tank testing including hydrokinetic systems, ROV testing, remote water surface sensors, and vessel mobility.

    Grant holds a Bachelor of Science degree in Mechanical Engineering and a Certificate in Nuclear Engineering from the University of Pittsburgh.
